This report details the proceedings and key discussions from the Sub‐Saharan Africa Civil Society CFT-Conference held in Kampala, Uganda in August 2024. Over 140 delegates, including government officials, security experts, and civil society representatives, gathered to deliberate on innovative strategies for countering terrorism financing while ensuring the protection of civic space across the continent.

The conference addressed critical topics such as regulatory challenges, the securitization of civic space, and the balance between security imperatives and human rights. This publication offers insights, recommendations, and examples of collaborative efforts aimed at enhancing counterterrorism measures and promoting inclusive governance.
